Normally, taxes are paid to the municipality or county by the owners of rental But State and Federal Governments are tax exempt so they pay no taxes. Instead, they make a payment in lieu (in place of) those taxes. The argument is that the get the same services as other but, if they are tax exempt, they pay their fair share for the services. In areas with a lot of government owned this can create a serious burden for the local government and tax payers. So only fair for the higher levels of government to make up the (PILOTs may also be made by other exempt organizations like churches or non-profits in some circumstances.)

PILOTs are usually lower than regular taxes houses, office buildings and churches put kids in the school system or use the public libraries or parks) so there is often friction between the local taxing authorities and the exempt owners as to what is a "fair" PILOT.

The answer to that question is If government (federal), there will actually have to be an act of congress (literally, a bill go through congress) to change some policies.

So the answer is that we can not tell you if you have a problem or not. Your nose may be more sensitive to the VOCs used, but if you redid it, the low VOCs could actually be worse. I have read of people that could quote "smell" the VOCs years later, even though nobody else could.

Couple of things. Contact the refinisher, have them come over to see if the stuff was correctly applied. There may be a "wash" they can do to remove some.of the smell. They should also check that pockets of undried finish are not present. Also, invite your neighbors over, say anything and see if they comment on the smell. You may just be sensitized.

The VOC, on the other hand, was (in English) the Dutch East India company. It "replace" the Hanse in any direct sense except that Dutch merchants gradually outcompeted German ones in the early modern era. The VOC, in any case, was directed to trade with east Asia (as the name indicates) and really compete directly with the Hanse anyway. Likewise, the only sense in which the British "replaced" the VOC was that they created an East India Company of their own (NOT the same as the Royal Navy) and successfully pushed their way into the trade on the Indian and Pacific Oceans, competing with the Dutch.

None of these organizations "controlled" any monarchies — the Hanse were a bunch of cities off in the of the very decentralized Holy Roman Empire, the Dutch Staatholder barely counts as a monarch, and the English kings were not ordered around by the East India Company! However, the Hanse were a military alliance as well as a mercantile one, and the India did include privileges to raise troops as needed to protect and advance their operations overseas.

Essentially, the question is asking whether large companies are properly compensating developing countries for the plants and genes that the companies are obtaining from the countries. The plants and genes might be used to develop new varieties of crops plants, insecticides, or therapeutic drugs for example, and so they might make a lot of money for the companies. But to make those new products will take a lot of work and investment, and there is no guaranteed success or profit.

So how much do companies owe for plants they could not have gotten elsewhere to the countries that could not have done the work to develop the products that might never succeed commercially? It is a complicated question.
